Why register .cr?

The use of second level domain names does not mean your third level domain will be moved up to a second one. This is rather a new category

All current domain name holders will have 90 calendar days to register their same names as second level domains, if they so wish. If two or more current holders should have the same name under different categories, the second
level name will be allocated to whoever first applies and meets the registration requirements
