New Caledonia has a land area of 18,576 km2 (7,172 sq mi) divided into three provinces. The North and South Provinces are on the New Caledonian mainland, while the Loyalty Islands Province is a series of islands off the mainland. Its population of 271,407 (October 2019 census) consists of a mix of the original inhabitants, Kanaks, who are the majority in the North Province and in the Loyalty Islands Province, and people of European descent (Caldoches and Metropolitan French), Polynesians (mostly Wallisians), and Southeast Asians, as well as a few people of Pied-Noir and North African descent, who are the majority in the rich South Province.

Domain names
In the case of a company or an official organization, it is necessary to provide RIDET number (ITSEE number in New Caledonia). To solve the problems of homonymy, the domain name must be strictly in conformity with the corporate name. The companies are directly recorded under " nc ".
Associations
In the case of an association it is necessary to provide the receipt of the association's registration. Associations will be recorded under the domain "asso.nc".
registered trademark
In case the name is a registered trademark, it is necessary to present the registration certificate with its number to INPI. For a simple request for deposit to the INPI, the applicant has to notify us in writing within 6 months the acceptance of the trademark. In case this document is not provided within the alloted time, the domain will be removed. INPI trademarks will be recorded under the domain " nc ". The applicant of the domain must be the organization depositing the trademark, the administrative person in charge mentioned in the form is responsible for the domain.
Publications
In the case of a publication (newspaper, magazine...), it is necessary to provide the ISSN number . The publications will be recorded under the domain " nc ".

Technicals rules
Names constitution
The name must be composed with the following characters : ' a' to ' z', ' 0 ' to ' 9 ' and symbol " - " (dash). The selected name must contain a minimum of 3 characters (2 letters not being sufficiently discriminating). No difference is made between the capital letters and small ones. However, names constituted by one alphabetical letter and a number are accepted if they have a meaning (for example: db.nc).
Particular role
The character ". " has a particular role: it separates the various hierarchical sub-domains of a given domain, according to the internal plan of naming defined by the company. The subsidiary companies, services, departments... of a same administrative and legal entity must be recorded as sub-domains of this entity.
The characters " _ " and " / " are prohibited in domain and sub-domain names and will be rejected systematically by the new versions of DNS softwares. Only the character " - " (dash) is allowed as separator.

Reserved names
Some names are reserved and will thus not be assigned to an organization even if its request answers perfectly the criteria quoted in the preceding paragraphs: generic names (Internet... Web... baker... road...), protocols (atm... FDDI... ftp...), locations (cities... areas...), and top level domains (" com ", " net ", " org "...) etc...
Generic names
Any generic name, not protected by a trademark, can undergo a posteriori a right of pre-emption by IRD, without compensation, together with a sufficient time to ensure the migration.
Gather entities
It is strongly recommended to gather the territorial entities, provincial entities, the subsidiary companies, the various services... of a same organization in the hierarchy of this organization (for example : smai.territoire.nc , mines.territoire.nc). In the case of multiple delegations for the management of a domain, the manager of the main domain is held to delegate to an other person the management of sub-domains of the main domain.
Change of delegation
The allotted name is a right of use granted to the requiring organization and not to the Provider. Any request for change of delegation of a provider towards an other must be the subject of a cancellation from this organization towards the initial provider (letter registered with acknowledgement of delivery). The IRD informs the former provider of a change of delegation of management of the domain and in case of opposition, a maximum time of six weeks is granted to him.
Responsability
The allotted name engages the responsibility for the petitioning organization which should register as sub-domains only entities belonging at its organization: companyB.companyA.nc is strongly inadvisable.
First arrived, first served
The IRD grants the required domain names according to the rule " first arrived, first served" (with identical name), without taking account of the generic terms such that: " establishments ", " SA ", " father & sons ", etc... The disputes for the use of a domain name are solved between the concerned parts, IRD having only a registration role.
Not retroactive
The plan of naming of " nc " evolves/changes with time, the application of the new rules is not retroactive
Nota :
The IRD does not carry out any search for anteriority of name. The applicant must check that the required denomination does not interfere with anybody's rights (code of the intellectual property and trademark laws). The applicant of a domain name must check and respect the legal obligations.
