Why register .ge?
Georgia is located at the crossroads of Western Asia and Eastern Europe and borders the Black Sea, Russia, Azerbaijan, and Armenia and Turkey. The capital city is Tbilisi. Additional Information

A legal person which does not have a representation registered on the territory of
Georgia, has the right to register one domain under .ge and .com.ge domains. In such case
such foreign legal person must assign its authorities on domain name registration to any legal
person registered on the territory of Georgia.

Rules and Conditions for GE Domain Names Registration
Terms used
Administrator – GE domain manager, who provides registration and maintenance of the
domain names in the GE zone.
Registrant – The person possessing a domain name registered in the GE zone.
Assignment – Assignment of the rights of use of the domain name to the registrant, carried
out by the administrator
1. The rules of Domain Name Registration
1.1. The domain name prefixes provided for registration in the GE zone:
*.ge – for any type of organization;
*.com.ge (generic) – only for commercial organizations;
*.edu.ge (generic) – only for educational institutions;
*.gov.ge (generic) – only for governmental organizations;
*.org.ge (generic) – only for non-governmental organizations;
*.mil.ge (generic) - only for state military organizations;
*.net.ge (generic) - only for network provider or network project organizations;
*.pvt.ge (generic) - only for private persons.
1.2. The registration and assignment of a domain name can be carried out only provided the
existence of minimum two domain name servers (primary and secondary DNS), that will
provide support of the domain assigned. Besides, it is recommended at least two of them
to be located in the different IP networks (in the different networks of the C class,
according to the traditional terminology) and an uninterrupted connection of the servers to
the Internet should be ensured. An uninterrupted connection means a connection, which
ensures the regime of connection with the total interrupt of maximum two hours per day.
The domain name servers can be located both on the territory of Georgia and abroad.
1.3. The domain name servers (primary and secondary DNS) should comply with the
requirements provided in the international papers RFC - 1032, 1033, 1034 and 1591.
1.4. The information on the domain name servers must reflect the current state of the network.
1.5. The use of any type of the domain names in the GE zone is permitted only on the territory
of Georgia, namely:
a) the use of services rendered by the Internet provider incorporated and acting on the
territory of Georgia, or
b) through the channel homed on the territory of Georgia and possessed by the
registrant.
1.6 It is recommended the second level or generic domain name to reflect the name of the
organization or the group of organizations, applying for the domain name registration. In
case the applicant is a natural person, it is recommended the domain name to reflect the
last and first name of the applicant.
1.7. The first and the last characters of a domain name should be Latin letters or numeric
characters. The intermediate characters might be as letters, so numeric characters and hyphen
as well. The domain name should contain:
a) in case of generic domain name more than one character
b) in case of a second level domain name, more than two characters.
1.8. Natural persons, which cannot be registrants are the persons, who:
a) do not reside (are not registered) on the territory of Georgia, or
b) are not citizens of Georgia.
1.9. A legal person which does not have a representation registered on the territory of
Georgia, has the right to register one domain under .ge and .com.ge domains. In such case
such foreign legal person must assign its authorities on domain name registration to any legal
person registered on the territory of Georgia.
1.10. A domain name and the right of management thereof cannot be a subject of purchase
and sale. Granting, renting and etc. of a domain name is prohibited.
1.11. An application shall not be considered in case the domain name required in such
application has already been registered for another person.
1.12. An application on domain name registration may be denied:
a) if it contains unquotable or any other non-normative vocabulary
b) if the application does not comply with the requirements, concerning drawing up
an application form, provided at http://www.nic.net.ge.
1.13. In case of failure to carry out the articles 1.1, 1.2, and 1.3 of the present regulation
within the period exceeding one month term, the administrator has the right to suspend the
domain name assignment until the elimination of discrepancies of the supporting servers, and
moreover to subsequently cancel registration of such a domain name. Besides, the applicant
shall not be refunded with fees paid for the domain name registration or prolongation of the
registration term, and the starting date of the accounting period shall not be altered.
1.14. The registrant is ought to present accurate and true information in the application form.
In case of any alterations occurring in connection to the information provided in the
application form, the registrant should introduce the proper amendments into the registration
information. In case the registration information does not reflect the actual state of affairs, the
administrator has the right to suspend the domain name assignment, and moreover to
subsequently cancel registration of such a domain name. In such case the applicant shall not
be refunded with fees paid for the domain name registration or prolongation of the registration
term, and the starting date of the accounting period shall not be altered.
1.15. In case the confirmation of the registration information is needed, the applicant is
obliged to present, on administrator’s demand, the documents certifying the accuracy of the
information registered in the database. The documents should be presented within one-month
term from the moment of sending the respective advice by the administrator.
1.16. All the contact persons indicated in the domain name registration form should be
available via e-mail. In case of unavailability of a contact person(s) via e-mail, the
administrator shall not bear any responsibility for non-receipt of the information by such
person(s).
1.17. In case of violation of the articles 1.4 and 1.9 thereof, the administrator has the right to
immediately suspend the domain name assignment, and cancel registration of such a domain
name.
1.18. The administrator has the right to suspend the domain name assignment:
a) on the basis of the registrant’s official notice
b) on the basis of the court decision
c) on demand of the international network consortium ICANN/IANA or of any
organization stated by ICANN/IANA.
2. The Rules of Prolongation of the Registration Term
2.1. At the end of each accounting period (12 months) the prolongation of a domain name
registration is required. The prolongation of the registration requires ascertaining the domain
name data and examination of the DNS servers. The named procedure provides for
prolongation of the domain name assignment for the term till the subsequent accounting
period.
2.2. The fees for the prolongation of registration are payable in accordance with the price-list
provided in the attachment to the present regulation.
3. Domain name Transfer
3.1. A domain name transfer is permitted
a) to the heir apparent of the registrant
b) on the basis of the court decision
c) on demand of the international network consortium ICANN/IANA or of any
organization stated by ICANN/IANA.
3.2. In the cases specified in the article 3.1 transfer of a domain name is carried upon
presentation of the official documents required, and without any extra charges.
3.3. In case the registrant requires his/her domain name to be transferred to any specific third
person, such a transfer shall be carried out upon payment of GEL 4000 (VAT included) by the
registrant. Those funds shall be fully used for charitable non-commercial activities aimed
towards Internet development on the territory of Georgia.
4. Procedure of Registering Domain Names Existent
4.1. Persons interested in registering the domain names already existent shall have an
opportunity to submit an application on registering in the waiting list. A person on the waiting
list, provided the proper execution of the payment of fees chargeable for this service (see. the
attachment hereto), shall immediately be notified via e-mail concerning vacation of the
domain name requested.
4.2. In case of the vacation of a domain name, it shall be assigned to the first person on the
registration waiting list, provided he/she confirms the request within 3 business days from the
moment of such vacation.
4.3. In case the person on the waiting list fails to confirm the request within 3 days from the
moment of sending the relevant e-mail notification, non-receipt of such confirmation shall be
regarded as the neglect of the notification, which shall result in abandonment of such person
from the waiting list.
4.4. In case of existence of the registration waiting list, the assignment of a vacated domain
name shall be executed after 3 business days after the vacating such domain name according
to the present regulation.
4.5. Upon the payment of the fees chargeable for the service, a person registered on the
waiting list receives the full list of the persons on such waiting list.
5. Application Processing Rules
5.1. Domain name registration is carried out on the basis of the application. The application
form is available at the web address: http://www.nic.net.ge
5.2. The filled in application should be sent to the administrator’s address. The notification
confirming the acceptance of the application for further consideration shall be handed
over to the registrant within two business days from the moment of receiving the
application.
5.3. The decision in connection to the application on domain name registration shall be made
within 7 business days from the moment of receiving properly filled in application.
5.3. In case administrator receives more than one application on registration of the same
domain name, the decision on such domain name registration shall be made in
accordance with the sequence of receipt of such applications.
6. Service Fees and Rules of Payment
6.1. The domain name registration and support fees are calculated on the basis of the table
presented in the attachment hereto.
6.2. The fees for a domain name assignation in favor of a third person or prolongation of the
registration are payable within 7 days from the beginning of the accounting period on the
basis of the bill drawn.
6.3 The fees charged according to the bill are liable to payment within 30 calendar days.
6.4 In case of failure to execute the bill payment within the 30 calendar days, the
administrator has the right to suspend the domain name assignment, and after 15 calendar
days from the moment of such suspension, the administrator has the right to cancel the
registration.
7. Responsibilities of the Parties
7.1. The GE domain administrator carries out a domain name registration and support in full
compliance with the present regulation.
7.2. The present regulation is available at the following address: http://www.nic.net.ge. Any
amendments and alterations to the present regulation shall enter into force after 30 days from
the moment of publication thereof.
7.3 When registering a domain name the administrator does not bear any responsibility for the
possible violation of the copyright, trade name and of other such rights by the registrant.
7.4. The administrator does not execute checking of and bears no responsibility for:
- The completeness and accuracy of the information presented in connection to a
domain name registration or prolongation of the registration
- Damage or violation of the rights of a third person, arising out of or connected to a
domain name registration
- The use of a domain name in defiance of the law on registration, or with illicit
purposes.
7.5. The administrator shall not act as an arbiter in connection to the debates between the
registrant and a third person arising out of or connected to the issues of the registration or the
use of a domain name.
7.6. The registrant is obliged to hold the administrator and the administrator’s personnel
harmless against and prevent from any damages and losses, including legal and other charges,
occurring in result of and in connection to a domain name registration, cancellation or
suspension of the registration.
7.7. The administrator’s financial responsibility shall not go beyond the amount paid by the
registrant for a domain name registration. In no event the administrator will bear any
responsibility for the loss of the registration and/or for the use of the registrant’s domain
name, and/or delay in operations, and/or any incidental, consequential or special damages,
and/or losses, including any lost profits suffered by the registrant, irrespectively of the forms
and conditions of rising of the above listed damages and/or losses.
7.8. The administrator shall decline all responsibility and shall warn the registrant of the
possibility the domain name assigned to such registrant to become a subject of litigation in the
cases (and not only therein) listed below:
a) in case a domain name is identical or confusingly similar to a trademark or service mark in
which the complainant has rights; and
b) in case the registrant has no rights or legitimate interests in respect of the domain name;
and
c) in case a domain name has been registered and is being used in bad faith;
d)under the circumstances, which clearly evidence of the fact that the registrant has registered
or purchased a domain name primarily for the purpose of selling, renting, or otherwise
transferring the domain name registration to the complainant who is the owner of the
trademark or service mark or to a competitor of that complainant, for valuable consideration
in excess of his/her documented out-of-pocket costs directly related to the domain name; or
e) in case the registrant has registered the domain name in order to prevent the owner of the
trademark or service mark from reflecting the mark in a corresponding domain name,
provided that the registrant has engaged in a pattern of such conduct; or
f) in case the registrant has registered the domain name primarily for the purpose of disrupting
the business of a competitor; or
g) in case, by using the domain name, the registrant has intentionally attempted to attract, for
commercial gain, Internet users to his/her web site or other on-line location, by creating a
likelihood of confusion with the complainant's mark as to the source, sponsorship, affiliation,
or endorsement of his/her web site or location or with the view of advertisement of a product
or service on his/her web site or location.

5. The amounts received from the registration shall be used for the support of domain names,
further development and perfection of domain names registration system and principles
and for charitable, non-commercial activities aimed towards Internet development on the
territory of Georgia. From the view of ensuring the transparency of operations carried out
by the administrator, the full list of the amounts received from registration and the
amounts spent shall be made public at the web address http://www.idg-georgia.org.ge.
